The city of Surprise is considering Major Amendments to its General Plan 2035 related to transportation and growth. The 60-day review period is now underway, with comments being accepted through October 7, 2019.
The proposed updates affect three elements of the General Plan 2035:
- Roadway Systems Element and Transit Element within “Chapter 3: Transportation” to reflect updated roadway maps and policy changes associated with the recent Transit Feasibility Study and Transit-Oriented Development Strategic Plan.
- Growth Element to reflect changes in the housing market.
- Extending Surprise Municipal Planning Area as shown in the Land Use Map.
This Major Amendment includes expanding the Surprise Planning Area Boundary near the White Tank Mountains.
The public can review the proposed amendments and comment online at www.surpriseaz.gov/GeneralPlan.

Public hearings will be held before the Planning & Zoning Commission on November 7, 2019 and November 21, 2019 and before the City Council on December 3, 2019. Exact dates, times, and locations will be published according to public notice requirements. Meeting agendas will be posted at least 24 hours in advance at www.surpriseaz.gov/agendas.
